COC NOTICE 15 September 2, 2008

UPDATED CoC Timeline

 Key changes:

1. SF 424 entry by Grantees cannot be completed without all forms 2991. They should all be done by end of week and will be forwarded to grantees.

2. NEW REQUIREMENT FOR APPLICATION SUBMISSION BY GRANTEES: Many CoC lead agencies around the nation are requiring a pdf of Completed Exhibit 2 in the first part of September to have ample time to review and confirm data and other requirements for Exhibit 1. WE WILL REQUIRE THE SAME. Therefore:

èOUR COC DEADLINE  FOR GRANTEES TO SUBMIT A PDF of Exh 2 (an eSNAPS function ‘Export to pdf’) to me is Tuesday, September 9, 2008. IF YOU HAVE COMPLETED IT ALREADY: Export to pdf and forward it by EMAIL now!

CoC NOTICE 12                                     

Date: July 30, 2008

SUBJECT: SF 424 Completion through eSNAPS

ATTENTION GRANTEES:

(this does NOT include project sponsors that only have CoC projects through grant agreements with Tarrant County)

The first step in eSNAPS for Grantees is the completion of the SF424.

On Monday, August 4 at 1:00 we will offer SF 424 eSNAPS training for GRANTEES ONLY at the computer lab at Tarrant County ACCESS, located at 1316B E. Lancaster Ave. (across the street from Union Gospel Mission)

We will walk you through the process and get your applicant user id established and your SF424 created.

YOU MUST HAVE THE FOLLOWING INFORMATION WITH YOU TO COMPLETE THE SF 424:

CoC NOTICE 11

Date: July 24, 2008

The website for CoC Application information has been updated with key links to HUD and eSNAPS information:   http://www.ahomewithhope.org/CoCApp2008/cocindex.html

APPLICANTS/GRANTEES: should take time to take the eSNAPS training over the next week. We will plan on providing technical training at the TC ACCESS computer lab for GRANTEE APPLICANTS in August to walk through the Exhibit Two process. ALSO: we will likely conduct NEXT WEEK training on entering your SF 424s to get your eSNAPS user ID. You will be notified of the time in the next couple of days.

Exhibit One work will begin this week.

HUD will publish MONDAY in the Federal Register the FINAL CoC application submission to HUD, no sooner than Friday, September 26…pending any eSNAPS issues. The Timeline has been modified but may change BUT our original date for applicants REMAINS THE SAME: August 11, 2008 via EMAIL to TCHC.

 CCR NUMBER: Several of you have rightly noted that you are not given a CCR# to put on your  CoC Application. You will have a TPIN number: but that is private number FOR YOUR ORGANIZATION'S eyes only. Just make sure you register. Http://www.ccr.gov

COC Notice 10

 Date: July 23, 2008

2. CoC Applicant Training powerpoints and CoC Grant Application posted to website.

WEBCAST:

Due to unforeseen circumstances, the 2008 Continuum of Care NOFA Webcast has been rescheduled to a new time tomorrow (July 24th).  The live webcast will be held from 10:00 a.m.-1:00 p.m. Central Time instead of the previously scheduled 2-5 PM EDT.

 We apologize to everyone for the very short notice on announcing this change.  For those CoC representatives, project applicants and HUD staff who are unable to change their schedules to view the live webcast tomorrow morning, the webcast will be archived at www.hud.gov no later than 5:00 PM Monday, July 28th. 

The webcast will include information on the 2008 CoC NOFA and explain how to use the new e-snaps system to submit an application. Programs covered by the NOFA are the Supportive Housing Program, Shelter Plus Care, and the Section 8 Moderate Rehabilitation for Single Room Occupancy program.

 The webcast will cover the following topics:

Attached are the draft housing inventory charts for emergency, transitional, permanent and safehaven-th beds in our CoC.  

The data is taken from YOUR housing inventory charts submitted in your intent to apply and the HMIS coverage data provided by TC ACCESS.

If you have concerns about the data: REPLY IMMEDIATELY by specifically addressing the data coverage issue and evidencing your HMIS data discrepancy with a ClientTrack generated report that you have produced. We will attempt to reconcile this information with TC ACCESS by Thursday.

NEW!  CoC NOFA 2008 HUD WEBCAST Thursday, July 24

 On Thursday, July 24, HUD is delivering a live webcast on the 2008 Continuum of Care (CoC) Notice of Funding Availability (NOFA). The webcast will include information on the 2008 CoC NOFA and explain how to use the new e-snaps system to submit an application. Programs covered by the NOFA are the Supportive Housing Program, Shelter Plus Care, and the Section 8 Moderate Rehabilitation for Single Room Occupancy program.

 

The webcast will be held from 1:00-4:00 p.m. (central time), and will include the following topics:

 HUD Published the Notice of Funding Opportunity for Continuum of Care Homeless Assistance Programs today.

RAPID RE-HOUSING DEMONSTRATON GRANT BRIEFING

 Attached is a briefing paper by the National Alliance to End Homelessness regarding the anticipated Rapid Re-housing demonstration grant opportunity to be announced within the 2008 Continuum of Care SuperNOFA which we are still awaiting.

 This is intended as an informational document to give potential applicants some very basic information on the intent of the funding by Congress.

CoC 2008 APPLICATION NOTICE 4

 DATE: July 6, 2008

 This is an FYI regarding HUD’s National Objectives.

 You will recall the five HUD National Objectives that we use to baseline our performance:

  1. Create new Permanent Housing Beds for Chronic Homeless
  2. Increase percentage of homeless persons staying in PH over 6 months to 71%
  3. Increase percentage of homeless persons moving from TH to PH to at least 61.5%
  4. Increase percentage of homeless persons employed at exit to at least 18%
  5. Ensure the CoC has a functioning HMIS

 In the HUD 2009 Strategic Plan, we get a glimpse of measures to come. Attached are a few pages from that document pertaining to homelessness.

 Specifically: we read changes in goals for 2008 reporting to be:

  1. Create new Permanent Housing Beds for Chronic Homeless
  2. Increase percentage of homeless persons staying in PH over 6 months to 71%  77%
  3. Increase percentage of homeless persons moving from TH to PH to at least 61.5%  65%
  4. Increase percentage of homeless persons employed at exit to at least 18% 20%
  5. Ensure the CoC has a functioning HMIS

This gives us indication of the increase performance measurement goals for our CoC moving forward. The data for our CoC is an aggregate of all the APR data compiled.  Our performance measures reported in the 2007 CoC grant application were:

74.5% PH over 6 months
61.4% TH to PH
33.6% employed at exit.

 URGENT NOTICE

ATTENTION COC GRANTEES, SPONSORS AND APPLICANTS

 HUD has not yet announced the SuperNOFA.

 As many of you are going (gone?!) out of town for the July 4 holiday, this will be our PLAN B:

 IF the SuperNOFA Announcement is not made by 9:00 a.m. Monday morning July 7, we will suspend the PROPOSED TIMELINE that included a mandatory CoC Applicant Training on Wednesday July 9.  The order of all the events within the timeline will remain the same, we will just have to WAIT to move the dates forward however many days it takes HUD to make the announcement.

 You WILL be notified by email of the announcements or any timeline/meeting schedule changes.

 

 PLEASE CHECK YOUR EMAIL  FIRST THING MONDAY MORNING FOR ANY POTENTIAL CHANGES IF YOU HAVE NOT RECEIVED THE NOTICE ANNOUNCING THE SUPERNOFA!

1. The final review of the Hold Harmless Need amount (in effect: this is our budget for our annual renewals except the Shelter + Care grants) has been submitted to HUD through the eSnaps process. This confirms the amount available for a Samaritan Bonus and the potential amount for the Rapid Rehousing Initiative. NOTE: I have no idea what the Rapid Rehousing application looks like…hopefully we will know tomorrow. The SuperNOFA is anticipated at any time and I will inform you all as soon as we know.

3. HMIS Date: The final Housing Inventory Chart has been submitted to TC ACCESS. Measures of your agency HOUSING data entry will be measured against these numbers to calculate coverage in the HMIS system.

4. A Performance Measures Report that will be one of several tools used by the CPRC to evaluate and score projects will be produced from:  1) 2007 APR Reports; 2) HMIS data reports; 3) HUD report on grant balances. The template for this report, which will be generated and made available to renewal agency directors on July 9, 2008, is attached.
