TCHC is projecting a 9% increase in evictions in Tarrant County
in one year at a time when the ARRA funded Homeless Prevention and
Rapid Rehousing programs are winding down. Only five agencies are
now providing Homeless Prevention programs: Tarrant County Human
Services, Community Enrichment Center, Texas ReEntry Services,
Cornerstone Assistance Network and The Salvation Army Mabee Center.
Remaining Rapid Rehousing programs are concentrated on youth and
victims of domestic violence.
TCHC and the CoC will continue to monitor the close - out of the
HPRP programs, the rates of evictions, and the demands on emergency
shelter and transitional housing beds.
HUD will soon publish proposed regulations on the new Emergency
Solutions Grant Program, that intend to provide additional funding
for homeless prevention activities. This new program, set for award
in 2012, will provide much needed, but far smaller awards than the
HPRP program funds. ESG awards will be awarded to the cities
of Fort Worth, Arlington and Tarrant County.
On the night of January 29, 2009, the Tarrant County Homeless
Coalition and 576 volunteers and police officers conducted a census
of the unsheltered homeless. TCHC conducted a homeless count in
2006, 2007 and 2009. The next census will occur January 2011.
The 2009 survey and census contains data from homeless persons
surveyed on January 29, 2009 and from the Homeless Management
Information System (HMIS). The data reported by TCHC is not based
on estimates.

This study, performed in 2004, is an in-depth review of the
state of homeless individuals in Tarrant County. It also
details programs whose goal is to end homelessness in Tarrant
County.
